In association with Health Integration Partners, this programme allows clinical directors and Primary Care Network managers to develop their understanding of Primary Care Networks. Primary Care Networks are groups of local practices working together with local providers such as primary, community, voluntary and social care, to offer more coordinated, focused health and social care to their local areas. This Primary Care Network training programme enables delegates to develop in their roles and it also allows them to elevate the development of their Primary Care Networks. By utilising real life case studies and action learning, this course takes delegates on a learning journey to develop their own PCN development action plans.

This course focuses on senior leadership, change management and the current issues facing the NHS. The course also analyses the future of primary care and PCNs.

This engaging programme is delivered by industry experts who hold extensive experience working with multiple PCNs across the country and is supported by current NHS insights, contextualised case studies, and first-hand experience of the challenges of being a leader within Primary Care. The course brings theory and best practice together and delegates can expect to come away with a comprehensive action plan for their own PCNs.

About the Programme

Our PCN Development Programme is designed for PCN leadership teams and CD leadership teams. 

On completion of this programme, delegates will:

  • Gain a clear appreciation of the position of PCNs in the broader NHS landscape
    Support the sustainability and resilience of general practice

    - Learn about integrated care systems and the long-term plan
    - Understand wider political issues
  • Develop an understanding of their role in a PCN
  • Gain the tools to develop effective teams
  • Become confident enough to develop a strategic plan for their own PCN


Session 1

Day 1 – PCNs and the Wider NHS

Key themes include:

Session 2

Day 2 – Organisational Culture and Personal Effectiveness

Session 3

Day 3 – Effective Boards, Strategy and Leadership

Day 4 – Business Planning, Change Management and Action Planning

Session 5

Day 5 – Personal Effectiveness and Financial Accounting

Key themes include:

  • Personal effectiveness
  • Offering both challenge and support in the boardroom and managing stakeholders
  • Financial account
  • Key financial reports and metrics of a business, including cash-flow, balance sheet, and profit and loss/income statements
  • How to interpret the financial information from a non-financial perspective
  • Understanding accounting principles and standards
  • Methods that can be used by finance directors to create financial information
  • Understanding the relationships between a company’s financial stakeholders and directors/business owners
  • Recognising the signs of a failing company
  • How to rely on and gain the most from the finance function

Amanda Meehan

Amanda Meehan


Amanda Meehan has over 20 year’s experience in healthcare management with the last 12 years as an NHS Practice Manager. Passionate about the NHS and building a culture of continuous improvement and sustainability, Amanda also works as a Management Consultant in primary care and is an experienced Coach and Mentor for new managers and a Member of the International Coaching Federation and Fellow of the Chartered Management Institute. Amanda is also part of a team that have created a Virtual Practice Management Service and currently works as the Service Lead.

Amanda has also worked with PCNs and Federations undertaking successful quality improvement projects. Amanda is also a member of the Health Foundation's Q Community.

Dr Riaz Jetha

Dr Riaz Jetha


Riaz is passionate about the role of General Practice in the NHS and the value it brings to communities and commissioners. Building on his successful role as a partner in a large London practice, where he was Highly Commended for Patient Care and for Teamworking as part of the NHS Diamond Anniversary celebrations, Riaz provides consultancy to Primary Care.

Riaz brings a unique understanding of the culture, organisation and business of general practice within the context of the healthcare landscape at surgery at PCN, CCG and ICS level. His particular interests are organisational development, resilience and working at scale.

Over the last 5 years he has delivered training to around a 1000 GPs and their teams, worked with 100+ practices, 12 CCGs and 5 ICS’s. He retains a weekly clinical commitment and is Non-Executive Chair of SELDOC Healthcare, London’s largest not-for-profit unscheduled care provider.

Dr Anushka Mehrotra

Dr Anushka Mehrotra


Anushka is passionate about community development and supporting closer working between partners in our healthcare economy. She has leadership and management experience ranging from representing GPs at the BMA and LMC, and leadership roles at a GP Federation. Anushka also has experience in digital health, from education to service provision in both the NHS and independent sectors. She has an MSc in Public Health.

Experience in the last 36 months:

  • Harrow ICP: PCN maturity review and development plans in readiness for provider roles. Anushka has led this project on the ground, engaging with PCNs and co-producing their development plans.
  • Harrow ICP: Delivering integrated training and development in Harrow. Leading an assignment to understand the L+D landscape across the ICP and recommend changes to align training and resources as a foundation for integrating staff.
  • Kingston and Richmond: Long-term conditions transformation. Anushka supported the development of a framework and roadmap for long term conditions putting patients and their communities at its heart.
  • One Health Lewisham (GP Federation). Strategic development and rollout of Ask NHS GP across Lewisham Place. Co-ordinated work between NHS app developers and the clinical leads to ensure accurate translation of the scope and associated governance.
  • Medshr (Privately owned medical education provider). Led on the development and launch of a new product to deliver e-learning modules.

Dr Sally Ross

Dr Sally Ross


Sally qualified at Birmingham University Medical School and served for 22 years as a Royal Naval Medical Officer, including military (non-clinical) Advanced Leadership training for Command positions. She was the first female doctor to serve with the Royal Marines, and the first female doctor to serve in an operational warship.

After completing RCGP Leadership training in 2004/5, and a NHS Returner programme, Sally became a partner, then senior partner and GP Trainer at a Portsmouth Training practice for 9 years. She then merged the practice and became a Medical Director for Wessex LMCs in 2014.

She started working with the NHSE Performer Team in Wessex through her LMC role, (which she left in 2017) and now works as a NHSE Clinical Advisor. She also joined the RCGP Wessex Faculty board in 2017 and became a GP Tutor for HEE Wessex in 2018.

Sally was a presenter for GP Update Ltd ('Red Whale') where she was involved in co-creating and delivering the 'Working at Scale' course nationally. She was a GP Appraiser for 19 years (2003 - 2022).

She continues to work as a GP in Portsmouth; a mentor for the Thames Valley & Wessex Leadership Academy and as a Facilitator both for HEE Wessex GP professional development unit and for 'Wessex Facilitation'.
